What is Cognitive Warfare?

Laws allowing Cognitive Warfare against the American people emerged at least by 2012.  Barack Obama set our dystopian world in motion in passing a law allowing disinformation to become a narrative in the United States of America.

Once again, the National Defense Authorization Act is used as a Trojan horse to unload  a dangerous threat on America.  This time it is offered up in an amendment sponsored by Representative Thornberry from Texas and its called Dissemination of Information Abroad.  This bill has also been referred to the House Committee on Foreign Affairs as a separate bill titled HR 5736, The Smith-Mundt Modernization Act of 2012. This bill will overturn a prohibition that has been in place since 1948 and make it possible for the US Government to fund the dissemination of propaganda to influence American citizens.

Immediately, the question comes up, why should we care?  Isn’t domestic propaganda something that this administration has been engaging since 2008? Would any of us disagree that the mainstream media is a tool of this administration?  Read on and see just why there should be national outrage over this bill.

Woodrow Wilson established the Committee on Public Information through an  executive order with the purpose of influencing American public opinion toward supporting the US involvement in World War I. The man appointed to be the chairman over this committee was George Creel, a well renowned investigative journalist and editor of the Rocky Mountain News.

In 1942, FDR established the United States Office of War Information by executive order to “truthfully inform” the American people about the government’s efforts in World War II.  FDR appointed Elmer Davis, a well-known CBS News analyst, as director of OWI.  Davis’ job was to coordinate information from the military and mobilize public support of the war.  OWI was to create an avenue for the government to develop and disseminate the information that they believed people needed to know about the war.

In 1946 Rep. Sol Bloom (D-NY) introduced a bill that would grant the Secretary of State the power to give monetary, service, or property grants to nonprofit public and private corporations to prepare and disseminate informational materials.  Although this act was intended to disseminate information abroad, there were no limitations to keep it from being used upon the American people and opposition began to form.  After having lived through two regimes of government propaganda and having seen the effects of such government propaganda machines as Joseph Goebbels’ Ministry of Public Enlightenment and Propaganda, Congress decided this was not something they wanted to engage in. 

An AP Press Release stated “government cannot engage in news casting without creating the fear of propaganda which necessarily would reflect the objectivity of the news services from which such news casts are prepared.” 

The Bloom Bill passed the house, but failed in the Senate.  In 1948, the Smith-Mundt Act was passed with three key limitations on the government.  The first and most well-known restriction was originally a prohibition on domestic dissemination of materials intended for foreign audiences by the State Department.  This restriction has been supported by the courts even in the face of freedom of information act challenges.  In November 1996 the federal District Court in Washington, D.C., ruled that the material under the Smith-Mundt Act is not to be available, applying the Freedom of Information Act’s Exemption 3 to block access. 

The Smith-Mundt Act is now found in 22 USC 1461-1a titled, Ban on domestic activities by United States Information Agency. The Smith-Mundt Modernization Act of 2012 is set to change all of that.  This act does several very destructive things.  First, it puts the President’s Board of Broadcasting Governors on the same level of authority as the Secretary of State.  The Board of Broadcasting Governors is an independent government agency whose members are appointed by the President and whose sole function is to create American propaganda and disseminate this propaganda abroad.

The Smith-Mundt Act of 1948 created a limitation for propaganda to be released in the United States. If such propaganda was requested, the information could not be released until 12 years after its publication. This was an additional protection established so that this government created information could not be used to influence current public opinion.  Thornberry’s HR 5736, The Smith-Mundt Modernization Act, would preserve that 12 year limitation for all propaganda created prior to the adoption of this act but would remove the limitation for everything created after.  Therefore, you have to wait 12 years to obtain propaganda created in 2010, but propaganda created in 2013 would be immediately available for dissemination domestically.

Finally, although I am sure supporters of this legislation will attempt to tell you that this act has protections built in to prevent the use of propaganda to influence Americans; make no mistake this act fails to ensure that result.  It is true the Act maintains the original prohibition for domestic use.

  • In General- No funds authorized to be appropriated to the Department of State or the Broadcasting Board of Governors shall be used to influence public opinion in the United States.This section shall apply only to programs carried out pursuant to the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1431 et seq.), the United States International Broadcasting Act of 1994 (22 U.S.C. 6201 et seq.), the Radio Broadcasting to Cuba Act (22 U.S.C. 1465 et seq.), and the Television Broadcasting to Cuba Act (22 U.S.C. 1465aa et seq.). This section shall not prohibit or delay the Department of State or the Broadcasting Board of Governors from providing information about its operations, policies, programs, or program material, or making such available, to the media, public, or Congress, in accordance with other applicable law.

However, this new Act adds new language that completely nullifies that prohibition through a couple rather clever loopholes. 

The original Act does not include “program material” in the list of items that must be provided. This is how the courts could decide that the propaganda material was covered under the Freedom Information Act’s section 3 limitations.  The addition of “program material” will now require the actual propaganda to be available through a FOIA request.

As if that was not bad enough, the new Act adds a section “b” that will create the most effective loophole to nullify the prohibition in section (a).

  • Rule of Construction- Nothing in this section shall be construed to prohibit the Department of State or the Broadcasting Board of Governors from engaging in any medium or form of communication, either directly or indirectly, because a United States domestic audience is or may be thereby exposed to program material, or based on a presumption of such exposure. Such material may be made available within the United States and disseminated, when appropriate, pursuant to sections 502 and 1005 of the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1462 and 1437), except that nothing in this section may be construed to authorize the Department of State or the Broadcasting Board of Governors to disseminate within the United States any program material prepared for dissemination abroad on or before the effective date of the Smith-Mundt Modernization Act of 2012.

Section (b) tells the Secretary of State and the Board of Broadcasting Governors that they do not have to worry about the limitation of section (a).  They are to go about business as usual in spite of the fact that this information will be immediately available for domestic distribution.  This creates a loophole the size of the Grand Canyon for these agencies to create propaganda that they know will be distributed domestically and will be used to influence Americans.

So, why should we care? We should care, because this crime against the American people is not being perpetrated by a Socialist President through executive order.  It is CONGRESS authorizing this manipulation.  It is coming from alleged CONSERVATIVE CONGRESSMEN. This act will not only legitimize the heinous manipulation of mainstream media, but will allow Congress to FUND IT with TAX PAYER DOLLARS.

1) Machines with artificial intelligence have shown quite an improvement in several aspects. For instance, they can play chess, compute complex mathematical problems and even identify pictures. Researchers from the University of Illinois did a study on the ConceptNet 4 version of the AI and they discovered that its IQ level is the same as that of a 4-year-old child.

The Massachusetts Institute of Technology has created an intelligent machine called ConceptNet under its artificial intelligence program. The research team, chose an IQ test known as the Wechsler Preschool and Primary Scale of Intelligence. The IQ test is commonly used in schools across the United States and is designed to measure the level of intelligence in five key categories.

The ConceptNet scored a [mark] that is average for a 4-year-old child, but below average for 5- to 7-year-olds, concluded the researchers. The result was highly dependent on how the intelligent machine understood and interpreted the questions.

2) A controversial European neuroscience project “Blue Brain Project” aims to simulate the human brain in a supercomputer. It has published its first major result: a digital imitation of circuitry in a sandgrain-sized chunk of rat brain. The work models some 31,000 virtual brain cells connected by roughly 37 million synapses.

The goal of the Blue Brain Project, is to build a biologically-detailed computer simulation of the brain based on experimental data about neurons’ 3D shapes, their electrical properties, and the ion channels and other proteins that different cell types typically produce.

Researchers who created the simulation said its digital neurons flicker with activity seen in real rat brains and replicate patterns of electrical behavior that are triggered, for example, when a rodent’s whiskers are touched.

The simulation draws on 20 years of measurements from rat brains and took a decade to turn into code that runs on an IBM Blue Gene supercomputer capable of solving billions of equations every 25 milliseconds.

3) Age-related macular degeneration could be treated by transplanting photoreceptors produced by the directed differentiation of stem cells, thanks to findings published today by Canadian researchers.

ARMD is a common eye problem caused by the loss of cones. The team of researches of the University of Montreal has developed a highly effective in vitro technique for producing light sensitive retina cells from human embryonic stem cells. The method has the capacity to differentiate 80% of the stem cells into pure cones. Within 45 days, the cones that we allowed to grow towards confluence spontaneously formed organized retinal tissue that was 150 microns thick. This has never been achieved before.

4) For years, scientists have been trying to manipulate pig organs so that they could be transplanted into the 8,000 humans waiting for a life saving transplant. So far, that hasn’t worked. But George Church, a geneticist at Harvard Medical School and co-founder of the biotech company eGenesis, hopes to change that. Earlier this week he announced that he and his colleagues had used the gene editing tool CRISPR to modify an unprecedented number of genes in pig embryos in order to make them easier to transplant into humans.

Church, and his startup company eGenesis, hope to begin implanting gene-edited pig embryos into mother pigs as soon as it is possible.

5) DNA is your blueprint, firmware, and operating system all rolled into one, so of course it’s really important for the code to be correct. But the nature of chemistry is that things sometimes go wrong at random. DNA breaks down over time, sometimes there are mistakes in transcription, and ultraviolet radiation and some chemicals can damage DNA. The Nobel Prize in Chemistry 2015 awards three pioneering scientists who have mapped how several of these repair systems function at a detailed molecular level.

Now thanks Tomas Lindahl, Aziz Sancar, and Paul Modrich we have improved understanding of how our own cells work and repair damaged DNA. That, in turn, can help develop more effective medical treatments.

How do we convince these people we are on their side?  I detected extreme disdain from my Congressional Representative’s staff and one even thought she was more intelligent than we are and that it was the natural order of things.

There is no virus.  The shots are genetic modification seeking to brain-hack us into complete submission.

Despite the enormous efforts of clinicians and researchers, our limited insight into psychiatric disease (the worldwide-leading cause of years of life lost to death or disability) hinders the search for cures and contributes to stigmatization. Clearly, we need new answers in psychiatry. But as philosopher of science Karl Popper might have said, before we can find the answers, we need the power to ask new questions. In other words, we need new technology.

Developing appropriate techniques is difficult, however, because the mammalian brain is beyond compare in its complexity. It is an intricate system in which tens of billions of intertwined neurons—with multitudinous distinct characteristics and wiring patterns—compute with precisely timed, millisecond-scale electrical signals, as well as with a rich diversity of biochemical messengers. Because of that complexity, neuroscientists lack a deep grasp of what the brain is really doing—of how specific activity patterns within specific brain cells ultimately give rise to thoughts, feelings and memories. By extension, we also do not know how the brain’s physical failures produce distinct psychiatric disorders such as depression or schizophrenia. The ruling paradigm of psychiatric disorders—casting them in terms of chemical imbalances and altered levels of neurotransmitters—does not do justice to the brain’s high-speed electrical neural circuitry. And psychiatric treatments have historically been largely serendipitous: helpful for many but rarely illuminating, and suffering from the same challenges as basic neuroscience.

In a 1979 Scientific American article Nobel laureate Francis Crick suggested that the major challenge facing neuroscience was the need to control one type of cell in the brain while leaving others unaltered. Electrical stimuli cannot meet this challenge because electrodes are too crude a tool: they stimulate all the circuitry at their insertion site without distinguishing between different cell types, and their signals cannot turn off neurons with precision. Drugs are not specific enough either, and they are much slower than the natural operating speed of the brain. Crick later speculated in lectures that light might have the properties to serve as a control tool because it could be delivered in precisely timed pulses, but at the time no one had a strategy to make specific cells responsive to light.

Meanwhile, in a realm of biology as distant from the study of the mammalian brain as might seem possible, researchers were working on microorganisms that would only much later turn out to be relevant. At least 40 years ago biologists knew that some microorganisms produce proteins that directly regulate the flow of electric charge across cell membranes in response to visible light. These proteins, which are produced by a characteristic set of “opsin” genes, help to extract energy and information from the light in the microbes’ environments. In 1971 Walther Stoeckenius and Dieter Oesterhelt, both then at the University of California, San Francisco, discovered that one of these proteins, bacteriorhodopsin, acts as a single-component ion pump that can be briefly activated by photons of green light—a remarkable all-in-one molecular machine. Later identification of other members of this family of proteins—the halorhodopsins in 1977 and the channelrhodopsins in 2002—continued this original theme from 1971 of single-gene, all-in-one control.

Optogenetics Controlling the brain with light

“Optogenetics is the combination of genetics and optics to control well-defined events within specific cells of living tissue. It includes the discovery and insertion into cells of genes that confer light responsiveness; it also includes the associated technologies for delivering light deep into organisms as complex as freely moving mammals, for targeting light-sensitivity to cells of interest, and for assessing specific readouts, or effects, of this optical control.

What excites neuroscientists about optogenetics is control over defined events within defined cell types at defined times—a level of precision that is most likely crucial to biological understanding even beyond neuroscience. The significance of any event in a cell has full meaning only in the context of the other events occurring around it in the rest of the tissue, the whole organism or even the larger environment. Even a shift of a few milliseconds in the timing of a neuron’s firing, for example, can sometimes completely reverse the effect of its signal on the rest of the nervous system. “

    1. I am waiting for your research on the inclusion of monkey stem-cell research for inclusion into human reproduction with bated breath. This degrading of human DNA by these assholes is insidious.

      I had heard some time ago that Merck was involved in infertility research. Is this their baby? [so to speak…]

      1. I’m fairly certain we are outnumbered in the brains-department. They have been dumbing down our babies since 1971. They got mine in the 1970s, and the impact on their brain power was horrendous. I should have had genius or near-genius babies at the least.
